Will Norris 947c14793a all: update tools that manage copyright headers 
Update all code generation tools, and those that check for license
headers to use the new standard header.

Also update copyright statement in LICENSE file.

Will Norris 71029cea2d all: update copyright and license headers 
This updates all source files to use a new standard header for copyright
and license declaration.  Notably, copyright no longer includes a date,
and we now use the standard SPDX-License-Identifier header.

This commit was done almost entirely mechanically with perl, and then
some minimal manual fixes.

Josh Bleecher Snyder 4dbbd0aa4a cmd/addlicense: add command to add licenseheaders to generated code 
And use it to make our stringer invocations match the existing code.
