Adds Pathfinder file for alternate discovery path with heartbeat turned
off. Currently replicates largely existing behaviour and will not have
any functional impact with the envknob turned off. Also changes
heartbeat envknob from be settable after program startup.

The //go:build syntax was introduced in Go 1.17:
https://go.dev/doc/go1.17#build-lines
gofmt has kept the +build and go:build lines in sync since
then, but enough time has passed. Time to remove them.
Done with:

Baby steps towards turning off heartbeat pings entirely as per #540.
This doesn't change any current magicsock functionality and requires additional
changes to send/disco paths before the flag can be turned on.

A new package can also later record/report which knobs are checked and
set. It also makes the code cleaner & easier to grep for env knobs.
