Charlotte Brandhorst-Satzkorn d0111c94d7 wgengine/magicsock: handle addr selection for wireguard nodes 
This change adds logic to `addrForSendLocked` that chooses the best
address for a pure wireguard node based stored on latency information,
or a best effort selection with bias towards IPv6 addresses.
